My King, I come before you today to request Royal Assent for the following bill, Procedures of the National Assembly.

Section 1 - Basic Rules
1.1: It is the responsibility of the Speaker to uphold every section and clause of this document to their fullest ability while maintaining neutrality.
1.2: This section may only be added upon, nothing shall be repealed from it.
1.3: The entirety of this Standing Order may not be repealed, meaning that while individual sections and clauses may be added or removed, the entire Order may not be repealed, only modified.
1.4: The Speaker shall be elected from the members of the National Assembly, by the members of the National Assembly.
1.5: The Speaker may nullify clauses 3.3 and 3.4.1 in times of emergency.
Section 2- Introduction
2.1: To introduce a bill, a member of the National Assembly shall present the bill to the Speaker of the National Assembly.
2.2: Upon introduction, the Speaker must review the bill presented and determine its fitness for the National Assembly.
2.2.1: If unfit for the National Assembly, the Speaker reserves the right to deny presenting it to the floor. If the Speaker denies the bill, the Speaker must provide a legitimate, neutral reason.
2.2.2: This reason may be challenged by a member of the National Assembly, at which point the Judiciary shall issue a ruling on the denial.
2.3: If deemed fit for the National Assembly, the Speaker will present the bill to the floor for Debate Procedure.
2.4: All bills will be required to follow a loose format. This format will be posted publicly in the Speaker’s Office.
Section 3 - Debate Procedure
3.1: When a bill is presented to the floor of the National Assembly, it shall initiate Debate Procedure.
3.2: Debate Procedure shall allow members of the National Assembly to debate a presented bill.
3.3: Debate Procedure shall last for at least 24 hours.
3.4: Debate Procedure shall move into Voting Procedure after a member of the National Assembly petitions the Speaker to do so.
3.4.1: A motion to move to Voting Procedure requires a second.
3.4.2: The Speaker may deny the motion, if a legitimate reason can be provided.
3.5: Upon a second for a motion, the Speaker shall move the bill into Voting Procedure.
Section 4 - Voting Procedure
4.1: After the Speaker has moved the bill into Voting Procedure, the members of the National Assembly shall be obligated to vote.
4.2: Voting Procedure shall take no longer than 24 hours.
4.3: Members may vote, Aye, Nay, or Abstain.
4.4: For a bill to pass, it requires a majority of all members.
4.5: If a member fails to vote within 24 hours, their vote shall be recorded as abstaining.
4.6: Any and all debate is to cease during Voting Procedure.
4.7: In the event of tie, the Vice Chancellor shall cast the deciding vote.
Section 5 - Rules of Rejection
5.1: If the Speaker rejects a motion or bill at any point, and a Member of the National Assembly believes that they did not have a legitimate reason, they may challenge the Speaker’s decision.
5.1.1: In the event that a challenge of the Speaker has been issued, both sides shall be given 12 hours to make their cases, and Rules of Debate shall be upheld by the Chancellor.
5.1.2: After the 12 hour debate period has completed, Voting Procedure lasting 12 hours shall commence.
